Yes — it contains 3.0% ethanol, so it isn’t an alcohol-free formula. If your skin is very reactive to alcohol-containing toners, patch test on your inner arm first.

The finished toner was assessed as having low potential to induce comedones and judged suitable for use on acne-prone skin.
Irritation patch test (finished product)
The finished toner was also irritation patch-tested by the Korea Institute of Dermatological Sciences (2018.12.28–2019.03.06, 30 subjects), which found it a low-irritation material.
